The Manchester City boss confronted Peter Rasmussen on the pitch after his team were on the wrong end of two decisions in their 2-2 Champions League draw with Ajax last November.
Danish ref Rasmussen, 37, said: “It is a decision I have been pondering for a year now.
“So it is not a sudden decision other than maybe the Man City match was the final straw.”
Mancini was furious after Sergio Aguero wrongly had a ‘goal’ ruled out for offside and then failed to award a penalty for a blatant tug on Mario Balotelli’s shirt.
Mancini said at the time: “The referee and his staff were really poor.”
