The Tottenham pair are both said to be transfer targets for their former manager at QPR next month.
But Spurs boss AVB insists defender Dawson and midfielder Parker will not be leaving.
AVB said: “Harry knows these players very well but they won’t be leaving. We need cover in defence and Scott will be a key player for us when he is fit, so we won’t be letting either of them go.”
England midfielder Parker, 32, could be on the bench for Tottenham today after missing the season so far with an Achilles injury.
Villas-Boas said: “He will be playing regularly. He takes us to another level. I am pleased he is back.”
